Details: | Biobanks have turned out to be promising instruments of research, especially in medicine and public health. With the conclusion of the Human Genome Project, the focus of attention has shifted from the DNA-sequence to functional genomics and gene-gene, gene-environment and gene-behaviour interaction. Since the aetiology of most endemic diseases is complex, research based on large collections of biological samples with the belonging personal data of donors is expected to extend the knowledge of how these diseases develop. Successful prevention strategies and effective therapies might be found due to results of research with biobanks. Nevertheless, these high-ranking aims are accompanied by apprehensions and objections concerning their ethical, legal and social implications. Those principles already established in the domain of individual genomics ? such as respect for autonomy, voluntariness and confidentiality ? have recently been questioned as to their relevance for public health genomics. In the ELSI-discourse on biobanks, particularly aspects of justice and fairness have been neglected so far and will therefore be treated during the conference. Some of the issues to be discussed are: * How can biobanks gather samples and distribute results in a responsible way? * By which principles can we define priorities concerning the fields of research (, for example serious genetic or endemic diseases)? * How is financial and scientific gain to be distributed? * Which rules are to be applied as regards a possible refunding of participants? Are financial incentives for potential donors useful and how should these incentives be designed? * Which implications arise from the problem of ownership laws of one?s own body? * Which suggestions can be made for the future handling of problems concerning intergenerational and global justice? * Which anthropological and normative assumptions can be found to guide different ethical, legal and social concepts? |
